About our Company

We know you’ve probably heard it many times before, "our people are our most important asset". Bottom line for Third Party Administrators, Inc…we would not be where we are today if not for the professionals who have dedicated their time creating and maintaining an organization that they are proud of and with whom they would conduct business if they were in your position.

Everyone on staff has either earned the National Institute of Pension Administrators (NIPA) professional designation of Accredited Pension Administrator (APA) (see our LINKS page for more information on this national organization), or is working towards this designation. All of our Pension Administrators are required to obtain this professional designation in order to continue to execute their duties. The APA designation requires passing a series of six examinations covering every qualified retirement plan topic imaginable. Once received, each designee must continue to earn continuing education credits annually. The benefit you receive is peace of mind knowing that your assigned Pension Administrator is keeping abreast of the latest developments in pension law changes as well as recent trends in plan design options.

Neil Tullis, APA

Neil is TPA's President and originally founded Third Party Administrators, Inc. in 1994. With close to thirty years of industry experience in various roles ranging from Pension Administrator to Chief Financial Officer, Neil understands every aspect of managing a retirement plan administration firm. As a business owner he understands the importance of everyday issues facing businesses. Neil's strong customer service focus and technical background make him a great resource that prospects and customers alike rate highly.

After graduating with honors from the Hartford Institute of Accounting Neil pursued his studies at New Hampshire College where he graduated Cum Laude with a Bachelor of Science degree in Accounting. His Accredited Pension Administrator (APA) designation, which was one of the first in New England, was earned in 1993. Neil served on the National Institute of Pension Administrators (NIPA) Board of Directors for 3 years and is also a former National Chairman of Chapter Development where he was recognized for his diligent efforts in opening many new state chapters across the country.

Neil's focus at TPA is primarily that of retirement plan consultant and Chief Financial Officer. He has developed a network of many brokers, agents, accountants and attorneys who tap his plan design expertise for their customers. Neil continues to develop these networks of professionals by spreading the word about the firm. Neil, along with his two partners of over 16 years, are responsible for the leadership and direction setting for TPA and its highly experienced staff.

Neil enjoys his spare time playing golf or spending time at Maidstone Lake in Vermont with his wife Wendy. Neil and Wendy recently moved from their long time residence in Chichester, NH to Hooksett, NH. Their three children Mike, Stacey and Jenna have all left the nest.

Sharon Moore, APA

Sharon is a minority owner of TPA and serves as VP-Director of Pension Operations. She has been with TPA since 1998. Sharon is uniquely qualified to handle her role given her twenty year experience in the retirement plan industry. Sharon has been involved with both national and local administration firms and has a rare perspective on managing administration departments for both types of organizations. Sharon’s fondness for local firms, where she can get to know the client and better understand their needs, has benefited both TPA and our clients. Sharon’s penchant for caring about the client has earned her, what we feel, is the highest compliment that can be paid to a pension administrator; many plan sponsors have followed her career path to other administration firms so that she could continue to service their retirement plan. Her unwavering commitment to the customer defines her management style. She applies TPA’s mantra of "personalized service…unequaled value" as her own and accepts nothing less than the best from her Pension Department staff.

Sharon graduated from New Hampshire College with a degree in Business Administration. She earned her Accredited Pension Administrator (APA) designation in 1995. Sharon attends pension seminars and conferences in order to maintain her APA designation and is always sharing her knowledge of current issues with her staff. Truly a teacher, Sharon actively involves herself with training both the experienced and newly hired personnel.

Sharon enjoys, hiking, camping, needlepoint and spending time with family and friends.

Norman A. Roy, APA

Norm is a minority owner of TPA and serves as the IT Manager/Sales Consultant. He has been with TPA since 1998. Having been in the qualified retirement plan industry for twenty plus years, Norm is well versed in servicing qualified retirement plans. With both national and local experience, counting Massachusetts Financial Services (MFS) among them, he has been exposed to the small and large plan market and understands the complexity inherent in both. Norm’s varied experience as a pension administrator serves his clients well. His expertise with TPA’s hardware and software provides an excellent, and convenient, in-house system technician. Norm frequently leads training seminars for our staff on updated, revised and newly issued versions of our software programs.

Norm received his degree from New Hampshire College. He earned his Accredited Pension Administrator (APA) designation in 1995. Norm maintains his APA designation by attending pension seminars and conferences which means that Norm is on top of current events and issues in the qualified retirement plan industry.

In his spare time Norm is an avid hunter and fisherman. He supports Ducks Unlimited, a national non-profit group dedicated to procuring and preserving wetlands for migratory water-fowl, and formerly served as Treasurer for the New Hampshire Chapter of Ducks Unlimited. Norm resides in Goffstown, NH with his wife Jacqueline and his two children, Melissa and Alex.
